Galatians 4:2-3
The heir is subject to guardians and trustees until the time set by his father. So also, when we were underage, we were in slavery under the elemental spiritual forces of the world.
In Acts 15:10, Peter described the Law in much the same way: "Now then, why do you try to test God by putting on the necks of Gentiles a yoke that neither we nor our ancestors have been able to bear?" From the perspective of the incredible number of rules and regulations that it took to enforce and comply with the Law -- it even became clear to Peter that it was indeed slavery and the Gentiles had no more hope of keeping it than the Jews.
When Paul says, "the elemental spiritual forces of the world," he is speaking about the Law. Why would he refer to the Law in this way? Because the Law is the basic building block -- the foundational spiritual element of order in human society. And any civilization that ignores or disregards the principles of the Law is destined to crumble. It will ultimately implode and be destroyed from within. It is same problem we see in our own country today. Without Jesus at the center, the Law will always fail. So although the Law may tell us what to do, it does not give us the power to do it.
